Permits and code on the Space Coast
These are public facts about the agencies, codes and environmental rules that govern ground-up commercial construction in Brevard County and Orlando. They describe jurisdictions and published requirements, not any one contractor. Each claim links to the page that supports it; confirm current rules with the agency before a site is purchased or a design is fixed.
Which agency permits a new commercial building in Melbourne or Palm Bay?
The one whose city limits contain the parcel. The City of Melbourne lists new commercial buildings among the projects that typically need a permit, and its Building Section reviews plans and inspects building, electrical, mechanical and plumbing work (Melbourne building FAQ). Palm Bay runs its own department and portal and offers commercial foundation-only permits that allow early work while the full review continues, provided the building permit application is submitted first or at the same time and the applicant accepts the risk (Palm Bay).
What changes outside city limits?
Brevard County issues commercial building and development permits for unincorporated areas. Its permit page notes that applicable commercial permits are subject to higher Fire Prevention Review fees from October 1, 2025, and that online permitting is open only to licensed contractors (Brevard County building permits). The county’s permit FAQ explains how to confirm a parcel’s jurisdiction before applying (permit FAQ).
What do coastal sites add to a commercial project?
Sites near the Atlantic add a state layer. The Florida Department of Environmental Protection administers the Coastal Construction Control Line program, which regulates structures and activities that can erode beaches, destabilize dunes or limit public access, and applies siting and design criteria that may be stricter than those elsewhere in the coastal building zone (Florida DEP, Coastal Construction Control Line). The program lists CCCL@FloridaDEP.gov for questions, which is the practical first step for a Cocoa Beach, Cape Canaveral or Satellite Beach parcel near the shore.
How do floodplain rules apply to a new commercial structure?
Brevard County states that any development in the floodplain requires a building permit under Chapter 22 of its code of ordinances, publishes the current effective flood zone map, and supplies FEMA elevation certificates for structures in unincorporated special flood hazard areas (Brevard flood zone information). Satellite Beach reviews development against both the Florida Building Code and its own floodplain regulations (Satellite Beach flood insurance update). A river-edge site in Titusville or Rockledge needs a check with the city that holds the parcel.
What does Orlando offer, and what is the statewide code?
Orlando’s permit pages describe a temporary certificate of occupancy for commercial and multi-family projects and note that Florida law lets owners hire private providers for plan review and inspections (City of Orlando permits). Statewide, Part IV of Chapter 553, Florida Statutes, creates the Florida Building Code, which the Florida Building Commission adopts by rule for the design, construction and alteration of buildings (Chapter 553, Florida Statutes, Florida Building Code Online).
What does a plan review need before a permit is issued?
Palm Bay’s forms state that approvals from other city departments must be obtained before a permit is issued, that the Building Official may request additional documents, and that commercial decks require signed and sealed plans (Palm Bay). Melbourne bases its construction permit fee on estimated construction cost and charges plan check as a share of the base fee, so a ground-up commercial value drives the cost of review (Melbourne Building Section).
Who inspects the finished building?
Local building officials carry out inspections and issue certificates of occupancy. Indian Harbour Beach’s Building Official, for example, handles code enforcement, inspections and compliance and issues permits and certificates of occupancy (Indian Harbour Beach Building Department). Melbourne requires the permit holder to schedule inspections before the next phase of work begins (Melbourne building FAQ). Cocoa Beach’s Building Division reviews plans, issues permits and schedules inspections, and states that the owner is ultimately responsible for the permit (Cocoa Beach Development Services).
Can an owner use a private provider?
Florida law lets owners use private providers for plan review and inspection services, and the City of Orlando notes that owners who do so receive fee reductions (City of Orlando permits). Whether a given Brevard department offers the same fee treatment is a question for that department.
Where do commercial checklists live?
Indian Harbour Beach publishes commercial permit checklists on its Building Department pages (Indian Harbour Beach commercial checklists), and Melbourne lists new commercial buildings among the projects that need a permit (Melbourne building FAQ). Palm Bay and Cocoa Beach each operate an online application portal, so a site in Palm Bay, Cocoa Beach, Melbourne or Indian Harbour Beach begins with that city rather than the county. Requirements are revised over time, so each checklist should be read as of the day it is downloaded.

Questions clients ask
Do you work from an architect's plans, or help develop them?
A commercial build can start from finished architect's plans or from an early concept that still needs design. The estimate states which plans it is based on.
How is the budget tracked through a long build?
Commercial contracts commonly use a schedule of values with progress billing. The contract states the price basis, such as lump sum or guaranteed maximum price, and how progress is documented for each billing.
Who handles utility coordination?
Water, sewer, power and easements involve the utility providers and the local jurisdiction, and lead times can affect the schedule. The contract names who makes each connection request and who tracks it to completion.
Can the building be occupied in phases?
Partial occupancy is the building official's decision, made through a temporary or partial certificate of occupancy. The contract states whether the schedule allows for it.
